Not necessarily. For example, if you're poor and OD on something, I don't think Medicaid should pay for that hospital visit.

The costs of paying for Medicaid increases due to drug use wouldn't even put a dent in the costs saved by stopping locking them up in jail anyway.
We'd save even more if we didn't do either.
Edit: Regardless, I'm not so much concerned with the cost to the taxpayer. It's about the individual being responsible for his own actions.

You can be addicted to anything. I have friends that are wake and bakers, they have admitted that they would freak out if they didn't have it daily. Is it an addiction like nicotine? No, but if you do this everyday your body gets used to it enough that it becomes an addiction.

That is what we call a habit. There is a difference. Nobody is getting shakes and a fever when they quit weed.

I just got back from Colorado and you couldn't tell anything has even changed. They are also about to have millions in a tax windfall.

That my friend is an addiction. The difference between habit and addiction is the ability to control your need.
I agree that weed isn't an addicting substance like other drugs. But I won't agree that you can't become addicted to it. If that makes sense.
