State legislatures will create laws. Many will ban gay people from marrying thereby diminishing their personal freedoms and rights in that state. Go forbid you are from a state that accepts gay marriage and legally allows it but have to go to a state for a job or such where they don’t.What you just described is 'mankinds' basic belief in marriage since its dawn.
My 'personal' belief is that gay couples should have state recognized civil unions with all of the rights as married couples.
I also believe that if you want to go the marriage route then put it to a referendum and let the people vote for it. Or have state legislatures create the laws.
I can think of dozens of reasons why this is a bad idea when it comes to civil liberties and discrimination. These should be at a minimum legal everywhere and mandates at the federal level. States should not have the ability to make my sister a second class citizen.
