Yeah that does suck.

They are risking not selling as much by making people wait so long, or some people forgetting and then not having the new gear for the season.

They're probably thinking once August comes around and practice starts people will order right away.

Off topic, but you more or less nailed the instructions we are given at a certain job I've had while rating certain essays. The testing company is more concerned with content and structure than spelling.
