By the rules leading with a helmet or shoulders above the neck to a defenseless player is targetting. That was a textbook definition.

Perhaps it was the not so subtle lowering of the crown of his helmet into the side of a player in the ai,r WITH THE GO AHEAD TD, unable to defend himself. Hunter already had the TD he only had to come down with the ball. The defender didn't go for the ball he went for the KILL.
