Playing devil's advocate, many countries use cloud seeding to some success. The US military ran a secret op during the Vietnam war to extend the length and effectiveness of a monsoon to disrupt the Vietnamese army, and this was later banned. It's assumed Greene is talking about the hurricane though, and to date there hasn't been success that's documented that man can effectively enhance or reduce hurricanes. They've made attempts at stifling or halting a hurricane before it forms, like using lasers to target lightning, dumping chemicals into the sea water to cool it so the heat doesn't rise, etc, but nothing that's shown to be conclusively successful. Crazy talk, unless she knows something we don't.
