I can't find the original article, it would have been roughly 7-8 years ago, but apparently Swarbrick recently reiterated this idea recently:

ND's Swarbrick believes a Division 1 break up with Academics & Corporate​

teams. I think what is going on with the B1G is much bigger than a few schools that don't want to expand. So the Academic versus Corporate Model, I do think schools like Virginia Tech and UVa could compete at the highest level, if they have checks and balances are there for the Academic model.

"Notre Dame athletic director Jack Swarbrick told Sports Illustrated that he believes the breakup of college sports at the NCAA Division I level is “inevitable,” and puts a potential target date on that seismic change as the mid-2030s."

I could see the B1G and ACC sticking with the Academic model, and I could see the SEC and B12 going with the Corporate model, if it were to happen. He thinks it will be settled in the mid 30's, but I am sure this is having a big impact on expansion right now. I don't know how it couldn't have an impact on the Power 4/5 expansion.

I can believe Swarbrick wasn’t on board with Ludwig. He probably wants at least one dynamic coordinator on staff as a potential HC candidate should Freeman succeed and move on quickly.

I’m sure back in 2009 most figured Kelly being here 12 years would’ve yielded a stronger coaching tree.

Sources inside the Gug say Ludwig put Jesus down as a reference because they grew up together and he wouldn’t vouch for him.

This is kind of a baller move by Ludwig if true. Also shows he never really wanted to go to ND.
