yeah i believe in further reading you are correct..
The NCAA released its latest set of graduation success rate (GSR) data today. Unlike strict graduation rate, GSR takes into account transfers both into and out of an institution. So, basically, transfers who leave the school in good academic standing do not count against a school's GSR and, conversely, student-athletes who transfer into a given institution and go on to graduate count favorably towards its GSR.

And the NCAA says, 'Well, that's because in the GSR, you're not penalized for an athlete who leaves school in good academic standing,'" Southall says. "Research that we're going to start this year will compare transfer and dropout rates of athletes to the general student population. My question is do athletes transfer at a higher rate than the general student body? If they don't, then you shouldn't take those athletes out of the calculation — except that it makes it look better.

I think it is the freshman class of 06 that this data is for.

It's for the 4 classes entering in the Fall of '03 - '06.

Those marks are based on four years of data collected from freshman athletes who entered school between 2003-04 and 2006-07 and earned their degrees in six years.


I searched for the actual NCAA Press Release but didn't find it.

I don't know overall transfer rates...however, I actually agree with NCAA GSR's treatment of transfers. I guess I like to know that while they are at an institution, and engaged in athletics, they maintain good standing...and that whoever has them as they approach graduation is making sure that happens. To me if you are measuring the effectiveness of an institution to foster balance...the NCAA GSR does pretty well.

I think the only thing the Federal number tells you is who recruits the most successful kids in an academic sense.
