Bingo. Find a way to keep the profits in the state to fund growth. You have businesses paying under the table to reduce their tax burden, first hit to economy, second you have the workers taking the money earned back to Mexico.

You're getting double crossed at the corporate level and the individual level. I studied a bit of this when helping a prof with their research on this and it's crazy the level of risk that migrant workers take on by sending money back to their countries that are rife with corruption and theft. A complete microeconomic failure that governments aren't doing more to address this and stimulate the economy through this. (When I saw microeconomic I mean in the sense that the individual is not motivated to use it's purchasing power within the area they work. I understand that it's a large macroeconomic matter.)

Temp visa's should not be so difficult to acquire. It's dissuaded me personally from working in the states before as I was looking at opportunities in Atlanta and Dearborn.

Of course there will be the extreme's that want it to be permanent citizenship on one end, or the great replacement theory truthers saying it will water down the gene pool.
