Look at it this way: Accepting benefits or pay, not available to the other thousands of college athletes, IS stealing when skirting the rules. It robs other, ethical students and programs on occasion. It is theft of an ideal of amateur status and the concept of "STUDENT Athlete." There is an element of fraud involved as well. On both sides of the equation, especially with Mayo.
The "student" barters skills and amateur status for tuition, room, board, books (not chicken feed if the kids actually attend real-world classes), and tutors on demand in exchange for an education and aworthwhile degree. Granted circumstances do intervene, but when it's damn clear "that something is rotten in the state of Denmark" somebody, somebody, SOMEBODY has to step up. AD, coach or compliance personnel (in USC's case, apparently, compliance person). Institutional control requires meaningful input and oversight from more than just the athletic department.
The university's responsibility is to ensure, through required oversight, that scholarship funds are properly meted out be they academic, need based or athletic. Wink-wink, nudge-nudge; "at that point in time I have no recollection" ain't gonna hack it. The Sergeant Schultz "I know nothing" defense doesn't play.
The rules, whether you agree with them or not, are what they are. No need to get into arguing moral absolutes or situational ethics.
