Well now Hartline is leaving (btw, why didn't PSU call him? He would have gone there I assume) and yeah, OSU is in a large city but most P4 programs aren't in large cities. Among championship winning programs, it's OSU, Texas, USC, and Miami; then also Washington, Cal, Northwestern, UCLA, ASU, NCSU, GT, Vandy, that's about it.
