OK here is some shop talk on Clan Wars...
The absolute best way to war is... assuming even matchups... to have each person attack their own number at the start of the war. Sometimes, this doesn't make sense, because matchups will be crazy (I remember once being #2 in clan and having my recommended be #13).
But if everyone does this then, if you don't suck, you should be able to get about 2 stars on your equivalent. There is really no excuse for not getting 1-2 at TH9 and above, because you can use either GoWiWi, GoWiPe, or Dragloons. Any of those attack strategies played correctly is worth 2 stars. And at TH8 and below, you should be able to dragon people.
Then, on second attacks, you start at the bottom and work upwards. So in 40v40, #39 would attack #40 if it's not 3 starred, and if it was go to the next one that has available stars. And so on, and so forth. So you'll have things like #25 attacking #35 if people keep messing up. This is by far the most effective way to maximize net star gain. And then you have the heaviest hitters (top 5ish) hold their second attacks for the end in case they need to take some risks for more stars.
Make sense?
If this can't be done well due to a lack of participation, then the rule needs to be that no one can attack higher than 5 below their number (so #10 can't attack higher than #15) on their first attack unless they wait until the last 4 hours. This is messier but has a similar net effect.
