While all of this is true, the culture that allowed it all to happen to begin with still percolates there today within their alumni, fanbase, community, etc. That's something that doesn't really go away. What PSU did was awful regarding the coverup, but I highly doubt that effects recruits today. It is a totally different program and everyone from the Paterno/Sandusky era is gone. I have a hard time believing any HS recruit is going to be like "I like your school, but what about that child sex scandal that happened when I was just a wee lad (possibly not even born yet)."
You go THAT far to protect a couple of coaches and a football program, there is something deeply rooted there that doesn't just leave a mark when its over.
As far as current recruits, you're right. Right now you were probably in preschool at the oldest if you're a senior in HS when all of this news broke. It's not going to be an issue for these players, nor has it been for the last decade among all the others who have passed through the program.
I think PSU's current issue is that they've gone a bit stale perhaps. Franklin still can't beat Ohio State or Michigan somewhat regularly and has gained a reputation as the guy who can't win the big game. Notre Dame is a little more "it" right now on top of beating them on the field a few months ago. Some programs have adapted quickly to this new era of college football. I'm wondering if Penn State is among that group. I would say many other programs have adapted better than others. PSU might be struggling some.
Not losing sleep on that.
