I'd throw in an honorable mention for Everett Golson in 2013 before the suspension. My hopes were sky high coming off of the national title appearance after his true freshman year. Clausen '09 and Quinn '06 are two others that come to mind for QBs.

Before Carr? Probably Manti for me. I remember seeing a clip of him preseason his freshman year doing some drills and was amazed hot quick and fluid he was.

Schedules never seem to end up being as hard or soft as people expect.
