They have always been able to take undergrad transfers. The problem has always been whether an undergrad transfer is going to be able to complete a degree "on time." The only exception to this that I'm aware of is Riley Leonard, and I've never heard what the explanation there was, and I doubt one will ever surface.
Duke is a peer institution.

It’s Christmas morning 1988, I’ve just opened 4 AWESOME gifts but none of them are the Nintendo I’ve been begging for..

I’m scouring the back of the tree.. Mom & Dad like to play games so maybe they pull it out later just when I start to think it’s not coming?

Sanders is another guy with huge upside and 3 years of eligibility left. 6'1 and lonnnngggggg... Mike Mickens is cookin'. Between the high school recruiting class and the additions of Mckinney and Sanders, that's a lot of average talent processed out and quality talented brought in.

Irrelevant. The issue isn't "how good is your school?" it's "will you graduate on time?" Not all classes from "peer institutions" transfer to ND. ND has specific requirements to graduate, both at the university level and from the individual colleges, that need to be met. Leonard wasn't going to meet them. He was not on track to graduate at ND when he transferred in, and didn't take a course load that would lead to a degree while there.

FWIW, Porter might be better than Graham or might not, not enough film on either. But he's a much more important player in terms of his size and how he profiles (if healthy).

NGL, the Cignetti approach with the portal is to go after guys with clear, on the field production, as well as durability (although injuries are impossible to predict and are not an indicator of future injury, but I digress). I think it will be interesting to track a Marsh vs Porter comparison. Or to some degree, an IU vs ND (and everyone else) comparison. Some teams are going for splash, and Cig has made it known what he prioritizes. I, for one, am very curious to see how his teams perform once they lose the JMU core and try to reload with the portal every year. It's sort of like moneyball where he's targeting guys who can prove they get on base. Nothing else matters. We'll see. The addition of Porter is exciting for the potential though. No doubt.
