The other factor is that (lately) ISD seems to be leaning towards the "state media" side of things, where they have concrete info that they could share, but won't drop the news until ND and the staff give them the green light.
They don't want to burn the coaching staff, the kids, or the coaches involved with potential changes.
247 doesn't seem to go quite so far to protect the interest of the recruits or the staff, though I know they DO hold their stories when possible (aka when they know other sites aren't going to leak things or beat them to the punch).
In this case, I'd bet Mike Frank is laying down the old "haven't heard anything" smoke screen for Martinez and the staff while both sides see how compatible they are at the moment, while 247 is getting the goods from Buckeye reporters, as you said. Loy isn't burning ND bridges if they info is coming from elsewhere... he doesn't even need to ask an ND source for the scoop on this one.

That's the beauty of working for one of the two networks... you have multiple sources on every prospect.
The interesting dynamic there is, some analysts are covering a team they don't care about and some are doing their dream job. Both have a completely different way of looking at what they do and therefore MAY not operate in the same manner.
