Evaluating talent is subjective.
However, being ranked by most scouting services as the #1 or #2 player at his position should indicate the kid is pretty good (no degree required for common sense).
Intangibles you ask? Listed anywhere from 6'3-6'4 and between 200-215 lbs (Brady Quinn-esque)
Tangibles: According to ESPN, his key traits are:
Accuracy
Arm Strength
Reads
Athleticism
Only missing Delivery in the QB category. (For the record, ESPN has Jameis Winston ranked at #1 , grade of 84 and his key traits are only Arm Strength and Athleticism.)
If that doesn't fit your desires, look no where else but who has offered, among others:
USC (Ineligible but most certainly would be between 10-15)
Florida
Georgia (#14)
LSU (#1)
Michigan (#18)
Oklahoma (#5)
Wisconsin (#17)
Alabama (#3)
TCU (#19)
Notre Dame
(BCS Rankings)
