Do they? I don't think they differeniate the type of offer but simply list offers claimed by the recruit or his coach.
On that subject, do "non-actionable" offers really exist?
I know the term gets batted around the board here occasionally, but in reality I think all it means is that the coaching staff is telling a kid they're interested, but they need to see what happens with higher targets on their board first.
In other words, "we're not ready to offer you yet" = non-actionable offer. I don't think that sort of things gets listed on the recruiting services.
I could be wrong, but assuming he's literate, why wouldn't we offer this kid?
