Both people shot broke the law. The Good woman refused to comply with a lawful order and drove her SUV at an officer, hitting him. That is 100% against the law and an attempt to injure or kill the person you hit. So yes, she broke the law. The Pretti guy interfered with LE attempting to arrest or detain a woman. He had NO legal authority to interfere or inject himself into the situation. He was welcome to film it, but NOT to interfere, which is a crime, so yes, he broke the law.
My mention of rioting was to contrast it with peaceful assembly and protesting. They're covered under the First Amendment, rioting is not.
The Good woman was most certainly involved in harassing and interfering with LE doing their job. She had been there most of the day getting in the way, blowing a whistle, and doing everything she could to annoy and harass and interfere with them, then hit one with her SUV. So yeah, she was harassing others. The entire protest movement there was designed to harass and annoy and interfere with law enforcement doing their job.
Being a sanctuary city who refuses to help a Federal agency enforce immigration, harassing and interfering with those agencies and LE DOING THEIR JOB enforcing our nations laws regarding immigration, and actively helping illegal immigrants to avoid deportation is most certainly harboring criminals. They broke our nations immigration laws, so yes, they're criminals. That's the definition of a criminal: someone who commits a crime.
