That comparison is not apt. Both Notre Dame and Indiana have the same Rev Share cap at $20.5 million. Both teams appear to committed to maxing out whatever space they've allotted to football.

That leaves NIL. Notre Dame's pool is probably moderately higher than Indiana's, but not substantially. Indiana has had some donors dump some serious money into their coffers in support of their emergence in football. I bet you the discrepancy is less than you think... And again, what you're missing is that Notre Dame has one of the best recruiting classes (the best according to some) in the nation, that is 29 players deep, about to enroll from high school next week. It's extremely expensive to sign a class of that quality, and those funds come from the same Rev Share + NIL pool that portal funds come from. Indiana, by comparison took 22 players in their high school recruiting class and the highest ranked kid in that class barely falls inside the top 200. They have 15 3 star players in the class. That's a hell of a lot cheaper to attract than Notre Dame's class that features 24 guys that are ranked 4 and 5 stars and 11 guys in the top 200.

Notre Dame allocated more money to high school recruiting than Indiana did by a considerable amount, and got wayyyyyyyy better players, with wayyyyyyy more upside, for the money they spent. Indiana knows they can't attract that talent out of high school, so they saved a huge chunk of their funds to replace 16 starts via the portal.

Black smoke = no DT transfer
White smoke = DT transfer

Because they likely haven't been signed yet and ND isn't going to announce something or back channel to the media that something is a done deal.... Because in this world it's not, until it's signed. And even then, there are questions (see Demond Williams).
