Really depends. Russel Wilson killed it at UW the year he transferred there. I’d definitely prefer building guys inside our system at qb though.

He was also really good in the NFL for several years.

Seems pretty clear he’s the exception.

I would guess less than a handful of college QB’s could walk into a new program and play at a high level in that one year.
