Bayern and Real are run a step above the rest of Europe. Liverpool and City probably have a large step in management over the rest of the premier league elite. City got a steal in Harland for ~50-60 million, and everyone else is panick buying worse players for significantly more, only widening the gap.

Bayern spent $151M but brought in $105M. City made a profit of about $42M. Mind you, this is just transfer fees. The wages these guys are getting are crazier than the transfer costs.
