Just saw this, and it's one of those scenarios you can't build a rule around without opening all kinds of loopholes, but I hope they grant a waiver in this case.

Antoine Turner overcame a lot just to become a junior college football player and Boise State signee. His mom passed away when he was four from cancer, he got caught up in gang activity in New Orleans, stayed in the city through Hurricane Katrina and lost 90 pounds while homeless in California. Turner has one more hurdle to overcome before joining Boise State for summer workouts though:

Unbelievably, Antoine explains that he’s now homeless again. With his uncle living in a government subsidized house, regulations forced Antoine to leave.

That means Antoine will spend the final six week before his arrival in Boise on June 6, staying in motels when he has money, and sleeping in [girlfriend] R’Mya’s car when he doesn’t.

The story on KTVB lead to an outpouring of support from Boise State fans who wanted to help Turner. But Boise State’s compliance office cautioned fans that NCAA rules prevent boosters from simply donating money, goods, or services to Turner. But the school is looking for a way:

Once Mr. Turner arrives on campus for the start of the summer school program, he will be well taken care of–receiving full tuition, room and board, books, fees etc. In the meantime, the compliance office is exploring a potential waiver with the NCAA that would allow us to provide assistance prior to the start of summer school.

Such a waiver could allow Boise State to bring Turner to campus before the start of summer school and provide him with housing and meals. Perhaps BSU might even be able to arrange for Turner to stay with another football player, this time with the blessing of the NCAA just weeks after the Broncos exited probation for their “couch-surfing” violation.

DI Committee on Academics considers transfer rule changes (NCAA, April 5, 2018)
Members favor academic benchmark for immediate competition after transfer.
The Division I Committee on Academics will recommend to the Transfer Working Group that four-year transfer student-athletes who meet specific grade-point average and progress-toward-degree requirements be able to compete immediately at the second school.

The academic data reviewed by the committee indicated that, on average, sitting out a year of competition following a transfer may not be academically necessary for student-athletes with a strong scholastic foundation. As a result, the committee will recommend benchmarks that align with successful academic progress after transfer.

Committee members agreed those benchmarks should include a GPA between 3.0 and 3.3 and a requirement that students be academically eligible for competition at the time of transfer, based on their progress toward earning a degree within five years of initial enrollment.

I think both rules are in the best interest of the athletes for a refreshing change of pace.

As much as I dislike college athletes treating scholarship privileges as internships, I understand the motivation ... as long as academic longings and qualifications are met.
When I wanted to declare Communication Arts as a major, only to be told that it was being eliminated as a degree program, I looked into transferring.
My GPA made that impossible (my bad) so I stuck it out as an American Studies major.
Not a bad course of study, but hard to explain and most useful as a prelude to law school. Since I hate to compromise, and in spite of the fact that I was in the 98th percentile in the LSAT. it was never really an option I entertained.
In other words, if someone has a desire to change schools, be it athletic hopes, academic goals, or personal reasons; let them go.

Without restriction.
