I think his LOI has to be signed by April 1. If he doesn't sign by that time he will have to wait till the next signing period in order for it to valid. Feb 2013.
While you are technically correct, there is no requirement that a letter of intent be signed at all. If Standifer wanted to wait until the summer to decide, he could do that, make a decision and just show up in the fall for classes at the school he chooses without signing a letter of intent. What he would risk by not signing a letter of intent, would be that the school he chooses could rescind his offer at any point.
