Surely someone on this board has the chops to dox this jackanapes, no? Happens on 4chan and reddit all the time. Just need to glean one or two pieces of information; everything else should be easy to get thereafter.
Send his contact information to ND Compliance along with links to his nearly endless record of secondary violations. They send him a Cease and Desist letter. And then Fister can decide whether tweeting at recruits is worth never getting to step in Rock's House again.

Don't know what "dox" means (how old am I getting?) but it seems pretty easy to look him up.
First and foremost, his name is presumably Joshua as that is his display name on Twitter. Is it a safe assumption that his last name is Fister? Maybe, maybe not but that's a good place to start. It gets really easy if you have his IP address as with a little bit of finagling you can usually get the general vicinity of where someone lives and then could simply go to the e-phonebook and look up Joshuas/Fisters.
Alternatively, you can run a google image search on his Twitter avatar, etc. and see if you get anything to pop linking to a Facebook page, Google+ account, etc.

I sent a screen shot to the @IrishCompliance twitter account and sent some follow up questions asking what can be done. I agree, Whiskey, that a cease and desist would likely be all it would take but I fear they will say it is too much work. There is some cloudiness around the term booster which is why I don't think schools are in such a hurry to stop people from actively recruiting on Twitter. It would literally be a full time job if someone were to try and wipe it out. All these guys that tweet our recruits non stop insist they are not boosters so they can do what they want. Assuming they have not made any financial contributions, and knowing full well that these asshats didn't go to ND, the only definition that would likely apply is:

Is being a fan considered promoting a program? In my opinion probably not, but who knows. Regardless if they are boosters or not though they can be stopped. I am pretty liberal when it comes to the occasional hashtag or "Go Irish!" but it's the ones like Fister and his band of misfits that literally stalk these kids that I have a problem with.

I should note that honestly I think there is a fine line with tweeting recruits that is OK as long as you don't cross it. Saying "happy birthday" or "congrats!" or even participating in the #QtoND thing with a retweet or two is quite benign. I'm probably in the minority on this, but I think having a positive social media presence can only help. Mike Bellotti once said the hardest thing about recruiting against SEC schools, Ohio State, ND, etc. to Oregon was that the fan devotion and fervor was something you couldn't replicate with any amount of $ and once kids would go visit one of the aforementioned schools it was basically game over because the kids decided this was the kind of fan base they wanted to play for.
What is not OK is actively recruiting someone with stuff like "Michigan sucks go to ND!" or anything of the like. Or asking them questions. Or otherwise putting any kind of "pressure" on. I liken OK actions to the social media equivalent of giving a high 5 or thumbs up... and the inappropriate interactions to giving a hug, sermon, or Navy recruiting office pitch.
