A record for a young coach is probably one of the least indicative ways to look at a coach.
I almost coached at Toledo (instead opting to transfer to Ohio State), but I know my fair share of people around the program. They had nothing but good things to say about him and are extremely confident that he'll do well at Illinois. You also should keep in mind that the three coaches he was under before becoming the head coach at Toledo are elite coaches. Mike Gundy, Jim Tressel, and Urban Meyer; that's not too shabby.
He turned the Toledo program around from a laughingstock to a conference contender in two years. He will end up being another UT coach to do well at bigger schools (Gary Pinkel and Nick Saban being others).
You may be right.
I wouldn't, however, consider Gundy to be an elite coach nor do I think Saban reminisces very often about his time at Toledo and how his time there molded him into the coach he is today. His father and the hoodie played a much larger role in forging him into a 3 time natty winner.
