Can't you only have 2 from a conference? Would that leave Bama and Arkansas out because the SEC champ has to go to BCS?

If a conference has two non champions qualify for the NC game, they will have 3 BCS representatives.

To answer my own question from before (from ESPN):

Boise State will be ranked higher if it closes its season with a win over New Mexico, but it is disqualified from getting an AQ spot because it lost the Mountain West title to TCU.

So TCU would be next in line to get the spot (if they get into the top 16 in the BCS rankings). Otherwise, no team from a non-AQ conference would be guaranteed a BCS berth.
