Tbh it seems plausible it was Ukraine. Same people claimed Russia was shooting at the one in the south earlier in the war, even though it was under Russian control.

Further, Ukraine seemes rather incensed right now at the possibility of negotiations. They like that money coming in. A harmless false flag attack on the most infamously radioactive place in the world seems very on brand.
