It's a rule put in place to prevent offenses recovering partially blocked punts and getting a first down on forward progress, UNLESS a returning team player stupidly touches it first making it a live ball.

Cuz its downpouring with 12 mph winds.. not ideal for throwing deep.. Michigan is literally daring you to throw the ball more than 8 yards up field... We are stubbornly trying to run ball against that front.. will not be successful unless we take some shots deep

In this weather you have to play at least 9 in the box and force them to throw. Being at home helps a ton in these sort of games. Nothing going right for ND at this point.
