If he handled this anything like Elston then Freeman/ Rees knew about this a week ago. They've probably had discussed candidates and had phone calls before it was even official.
Having 1 interview doesn't mean they didn't talk to just 1 person.
My 2 cents is maybe because WR coach is a better gig than TE coach- more pay, more opportunities, etc. I don't take his move away from coaching TE's as a slight against him.I understand that coaches can coach different positions and it’s no that uncommon. He's coming to coach TE at ND with Rees as OC. That's it.Parker has a lot more non-Air Raid experience than Air Raid. Not sure why so many people think Parker = Air Raid.
Also, he's going to be the TE coach. Perhaps the least important position coach on the team. He's not the new OC implementing his new offense.

Hiestand is a known quantity, Stuckey by all accounts is an all around superior human, McCullough is a bat flip home run, Parker was at Purdue with Freeman and Mason at UC.
They snagged Al Washington fast before anyone else could. We don't know who the DC is yet, most likely Al Golden.

I was just coming here to post this. My assumption is ND was already aware and this will go on to be official. Though, per wikipedia, after Purdue he then had a rough stretch in 2017 where he took a job coaching RBs at at Cincy, left a month later for East Carolina, then had a DUI and that offer was rescinded. Landed in some analyst job at Duke, and then became their WR coach the season after that.
Both TE and ST struggled while Booker was in charge. Bernie Parmalee made ND the TE U of college football. He left a wealth of talent at the position and it wasn't until Booker was out that the position became a dominant force again. Some coaches don't work at a position. Obviously Booker can coach given what he's doing now, but he was inexperienced coaching TE here and it didn't work. There's a reason he was one of the coaches that wasn't retained after 2016.What tight ends from 2012-16 did he screw up so badly?
Wasn't it Brian Kelly who said that they coached special teams collectively as a staff with Booker as coordinator? Notre Dame special teams have been icky even before Kelly.
Scott Booker was a punching bag for the fan base. Never got it then and I don't get it now. Glad he's in the League as a safety coach where hardly anyone even knows who he is.

I’m just surprised ND will allow this with his DUI. That aside, him coaching WRs for most of his career and moving to TE isn’t that big of a deal IMO. He can teach route running to the TE’s. Hiestand can teach them blocking technique.
