IMO Manning hands down, not even close. As a defensive coordinator you are coaching against the opposing teams offensive coordinator, but not so with Peyton. He is the first QB, to such a great extent, that is not only playing against the other team but also engaged in strategic maneuvers against the opposing coordinator directly. He is not just a good player he is unique in his study, preparation, and latitude within the offense. Only now are other QB's doing the things he has been doing.
I think this is pretty overstated. He is excellent at it, perhaps the best ever, but he's not the first and I think QBs who have been in the system for a decade or so do it all of the time.
Brady, Brees and maybe even Rodgers all have the same command of their offense and responsibility of "calling" the game from the line. Manning was a trailblazer in that regard, though.
