To my understanding he has full control at tech. For recruiting he does a lot of scouting and takes a lot of pride in it. Not saying he will have first say but he is known to be the guy to identify talent before anyone. Someone did say he wants control in hiring for the “office” positions but I believe MF would play a role. I’m just posting what I’ve seen elsewhere
