24/7 ratings are 24/7's own evaluation. The composite rating averages the ratings across all the recruiting services. So if 24/7 thinks a kid is the #50 best kid in the nation, but ESPN thinks he's the #60 kid and Rivals thinks he's the #70, he'll probably end up around #60 in the composite.

Kizer is basically right. Not sure how they translate the ESPN and Rivals rating to be on the 100 point scale. The reason why Tyree was a composite 5 star but not a 5 star on any individual service is that the individual services wait to award 5 star status until much later in the process. For example, Tyree was #14 overall for ESPN at the time, but still only a 4 star. Not so with the Composite.
