At regionals in February 2019 He had a 4.60 shuttle and a 28.10 Vertical jump.

I watch a decent amount of tape and by no means judge players solely on stars and rankings. With that being said, is it a coincidence that the 4 playoff teams had the most 5* players?

No because those four teams did not have the most 5 stars.

Correction, they are numbers 2-5 when it comes to 5 star players (Georgia had the most going into the 2019 season). Point still stands I would say?
I thought that was the stat I saw at the all-American bowl, but I think it was that the 4 playoff teams were the top 4 teams as far as players represented in this years Army All American game.

LSU’s current model of racking up all of the players than can run fast and jump high just isn’t working so they are trying something different.

Yeah that’s what I was looking at but couldn’t seem to get right. As for 5* players the playoff teams were: 2nd, T-4th, T-4th, and 7th. I took this way off of my point though which was really just that those testing numbers that irishff provided for Harvey are pretty lousy...
