The money comes from 2 pools.
Revenue Share is the product of the House settlement. It dictates that schools can pay an annual sum of $20.5 million students athletes at their respective schools. The money can be allotted to whichever sports / student athletes that school chooses. For example, it's been reported that approximately $17 million worth of that annual funding is set aside for Notre Dame football. All schools are bound by the same cap on that money until the year 2035.
NIL is seperate, unlimited and is governed through the NCAA clearing house. Collectives (think booster clubs on steroids) pool money to further incentivize players with cash and assets.
That's what makes it complicated. Players often get paid both Rev Share money + NIL money. The combination of the two equates to their total financial package. Therefore, depending on how much money exists in the NIL pool at each school, some places can definitely spend more than others.

I believe it can be called cooperative game theory. If no one moves then no one gets a raise. If everyone gets on the carousel then everyone gets paid.It's crazy what happens in the portal. There are some decent players available, but rarely are they the top or elite guys. Being the #1 ranked QB, DT, CB, etc. in the portal isn't the same as being the #1 player at their position in CFB. Media tends to overhype these guys.

- The starting OL are probably all over $500,000 each. Some probably quite a bit over.
- Faison and Greathouse are definitely making good money. Hard so say how much exactly.
- Traore is at $1 million+, while Young is probably at least $500,000.

- The large freshman class is also not cheap. ND landed some of the nation's best players. Those kids got really nice signing bonuses for year 1.

Turns out no one in the country was able to block Bain or Mesidor. Sucks to play 2 NFL DEs in the first game. I think i puked in my mouth when Wagner tried to block Bain with his back on the last drive 😭If this is the case for the o line they better start the season better than they did this year. There is really only room for 3 guys in that room to get any meaningful work at any given time. Maybe a 4th if you assume an inevitable injury.
