The issue ND is going to need reconcile is that if they refuse to take undergraduate transfers for academic reasons then they need to commit to spending more money on high school recruits. You have to do one or the other, and right now we are not competitive with Oregon/Ohio State/Michigan or even second tier SEC schools with what we're willing to do for HS players.It hasn’t worked out all that well for the desperate spenders so far.
Yes Ohio State paid up to hire Judkins and Downs but they won the title because of guys they recruited and developed and then paid to retain, much as we did with Mills/Cross/Watts.
Texas, Penn State, Georgia and most other CFP teams (with possible exceptions of Oregon and Tennessee) follow more the model that we do than the Miami/A&M/Ole Miss/FSU strategy.
Maybe it’ll change but culture matters so much in college football that I don’t think you’ll see a lot of teams built from mercenaries going all the way.
