Never confirmed, but I heard a story once that this flub was probably due to W realizing he was about to say "shame on me" in front of a bunch of cameras and knew that would get mined appropriately, so he tried to eject from saying the phrase and wound up coming up with something more memeable in the process. Off topic but I just think it's interesting.

Hmm. That's fascinating. I'd never heard that, but it does make sense. I wasn't a W supporter, but I did find his flubs, like this one, endearing in a way.
