I believe he was the first player to be recruited specifically to play rover. As others have pointed out, Tranquill was the 1st to play the position but your memory isn't too off base. JOK was the 1st rover-specific recruit.

Quite a few actually. But, I guess it depends on how you define "good".

It's definitely a weak era for LB play.

I think it likely goes hand in hand with the emphasis on analytics. Advanced stats will show that RBs have less value, so contracts are lower. Safeties and off-ball linebackers have also been deemphasized. We've heard for how long that players will be pushing away from playing running back to a more premium position, and I think this likely happened with LB too.
