My guess, take it for what is worth (not much), is that Jones knows what happened to Shutt today and was just expressing gratitude for an open offer from a school that offers a lot. On the other hand, maybe he was making a pun with the "Golden Dome."

Bottom line is that it is hard to interpret it in any way that is negative.
