I'll be real, I just don't see the issue with the process from a ND perspective. Again, your entire premise is based on the notion that Marsh wanted to visit this weekend, and ND told him to wait and THAT is what sent him to IU. In all reality, IU was going to be the leader and were willing to offer big money, because they have a lot of room to work with, considering much of their team is gone after this season and unlike ND, they don't have a top 2 class to pay.
No, that isn't my premise at all. My premise is that ND thought he had intentions that in actuality do not appear to have lined up with what he planned to do. At best, he / his representation was telling all suitors the same thing to drive up price. At worst, he was just leveraging ND to get the best deal he could from Indiana.

The kicker situation is inarguably worse because they thought he was 100% locked in on ND and then just... poof. It's a kicker, so who cares, but it's the GMs job to have accurate information.

From today's ISD Power Hour:

-They're not hitting the panic button, but Mike Frank and Jamie aren't thrilled with ND's decision to not have visitors over the weekend. They feel they miscalculated and were caught off guard. Unlike with recruiting, you want the first visit.
-ND wanted both Marsh and Williams, there's no making excuses.
-They feel that with the team they have returning and with CJ Carr as the QB, ND should go all-in, even if it's an overpay to get their top guys. Mike said even if Marsh wanted $2 Million, even though that's an overpay, that's something he would do.
-They think ND needs only 1 WR, provided it's not Townsend

They weighed in on the following players:
Jalen Thompson: Jamie thinks he's close to JJB and is starting caliber
Xavier Gilliam: Jamie thinks he's intriguing and has a lot of room to grow, played pretty well in the bowl game that he watched. Not sure if he's going to walk in and start, but he could be a starter. Most important guy among the 3 DT's for Jamie because he has 3 years left and he has a lot of potential.
Horace Lockett: Hasn't played much, but Jamie felt he played really good last year. He could be the starting Nose right away and is the type of body that they need.
Brody Foley: They really like him
Xavier Townsend: Notch below Will Pauling

Daley is a stud. Visit will be actually important and not just an agent meeting due to health. ND has the schedule to allow someone to ease in.
