The onus on the government is to provide the funds for the agreed upon transaction/event. There are compliance audits routinely done on the compliance with government approvals for fund issuance. These would assess whether the procedures are being followed. If those are clean audit opinions then I would say the government is not partaking in any money laundering activities UNLESS I see direct documentation of impropriety. Legally I'm not sure where the responsibility ends, but for audit purposes we would likely verify that the services or consideration were matched with the funds issued and that proper approvals were there. If there is the ability to prove that the government knowingly partook in some scheme then yeah they're for sure dirty.So to be clear, your position is so long as they US government is a party to a transaction it is clean? But, the standard for corruption is a lot lower than fraud/money laundering. I think it's pretty likely the USAID/Any other government entity is corrupt.
It seems a lot of people throwing around the word fraud/money laundering don't understand that their grievances lay with the officials who created these budgets and not that some random program in Ghana is funneling money back to some dipshit in Montana or whatever.

Ukraine, while having the right to exist as people and right as a country to defend itself… was a shitty country before and will be after this war. The US is pissing away money either way. I agree with everything except for the bolded. Ukraine is virtually out of soldiers. Continuing to support them militarily is simply pouring money down the drain at this point. There is no scenario in which they can win unless we directly start fighting on their behalf.
