they are probably just using washington as leverage against BOB in a "if you dont agree to our terms we are gonna hire this minority coach alum who is much cheaper and will bite our hand off to get a HC gig" sort of way

They'd be kind of nuts not to hire O'Brien, unless they can't afford him or he wants things (recruiting changes/NIL/whatever) that BC doesn't want to do. Which at BC is certainly a possibility.
