You don't. Plus it came from MS Paint Like a Champion Today. The original artist probably could have done the original art in MS Paint, and then from there animated it from Photoshop or another .gif program. MS Paint is too restricted. It doesn't support layers in .gifs, nor transparency, so you only get to see the first layer if you open a .gif in Paint.
