Chris Sailor and other kicker/punter focused sites rank their kickers on a five-star scale. But yes, you are correct that scout, rivals, etc. only rank their kickers up to 3 stars.

kickers are not really offered early. As stated before, most kickers are not even offered a scholarship. Its probably more to do with do these schools want to use up a scholarship on a kicker or go after an extra LB or OL (w/e position they need).
