That is the point I was trying to make. It is not like you can have a special situational rule just for that situation.

Why not? They don't run time off the clock for every injury. Only those which happen on defense within 2 minutes of the half. Plenty of rules are situational.

Well I meet you halfway on this. One the refs should called the penalty. Two the 49ers should have the option of taking the penalty on the kickoff since it the play already resulted in a safety. It may have given them a shot at unrushed free kick.

False start is a dead ball penalty while holding is a live ball penalty. Holding does not stop the clock.

A play has never been blown dead on a holding its alaways been after the play. It's either 10 yards from the spot where they were holding an repeat of down or safety if it happens in the endzone but never has play been blown dead for holding. Its just one of those loop holes. Even if the ref throws the flag same result.
