What does a grey rep mean?

So I was looking at my reps thingy just now and I got one that's greyish, what's that mean?

I think that it means they don't have any rep power.

Members with less than 25 posts cannot post links (without mod approval) or rep posts. Your (ineffective) gray rep indicates that someone with less than 25 posts tried to rep you. If and when they reach the required post count, it will turn green and actually increase your total Reputation Points.
