In terms of Unfunded Liabilities as a Percentage of Gross State Product (GSP), basically the equivalent of debt-to-GDP ratio economists judge national debt on, California ranked 28th... about average. In terms of Percent Actuarially Determined Contribution (ADC) Paid, while California is at #41, they're still at 95.83%.
California isn't Illinois, Connecticut, or New Jersey.

Plenty of people are interested (into) politics without being a poll watcher, committeeman, etc. Was he stupid? No argument there but he has to be personally invested in politics pretty heavily to trigger him into doing something stupid like that.
