No I am entitled to ask them why the hell they are following me without fear of being gunned down. If it became apparent said person had a gun then yeah I would fell I have every right to defend myself by whatever means possible.
Everyone always reverses the situation, so let's do that here.
Let's say a "White" (your mileage on this term may vary) man is walking down the street on his phone. He notices a black man following him. He says to the person on the other end, "N**#$r following me".

(You're going to need some imagination for this next line) Being the superior athlete, He lets the black man catch up to him. He approaches, asking "Why you following me?", startling his follower, and then breaks his nose, knocking him to the ground.
He straddles him, punching him in the face, bouncing his head off the concrete.
He's just committed a Hate Crime or in this case, was it justified as well?
