NCAA D-I Council proposes two early football signing periods

2 proposed new signing periods: one in June and one in mid-December.

The mid-December one helps no one. The one in June is too early, as kids can't do their circuit of summer visits.

There should be one early signing period at the end of August. It's really simple.

Am I reading it correctly that the December period applies to juniors only?Can mid-semester juniors even qualify for ND?
