But it wasn't under Trump that the $400M figure came into the FY25 projections... The incoming administration has no power until inauguration day. They don't draft or approve any documentation like that until they are in the seat

I'd be very interested in more info on the timeline of the updates if you've come across anything. All I've seen is the documentation from the Internet Archive showing the Biden 400k/Trump 400m. I can certainly see ways this occurred that were not corruption, but the absence of more detailed denials from the current administration doesn't inspire confidence that their hands are clean on this. That said, the world is certainly moving fast and this seems to be well in the rearview mirror for all involved.

This seems like the exact type of thing the transition team would be doing. Why would an outgoing administration be publishing spending projections for a year they won’t be in office?

And if so why would the Biden admin be rewarding a guys company that just spent hundreds of millions of dollars donating to their VP and party’s opposition? Unless you’re suggesting this was some sort of 8D chess move?

The budget in FY25 was finalized by the respective federal agencies in the fall of CY23 (and worked on for many months before that). The transition team itself comes to the agencies and will get familiarization briefs/updates on current operations/major organizational changes etc. They don't direct policy, and absolutely not to the level of directing acquisition of specific programs.

My $0.02 on what I think happened -- the FY25 spending projection product that the financial managers/acquisition folks at the State Department probably put a number in as a placeholder (or misconstrued the $400K number as $400M, because budget reports for a department the size of the State department typically program dollars in "dollars K", ie: $400,000K = $400M - in a quick look document like that, you would typically round numbers for an executive summary, like the type that the $400M number was pulled from, I could see that being a pretty benign clerical error that, especially given the flux that occurs during a transition, was likely overlooked in review until it went public.

Even if the transition team were to have come in and say "sign up the State Department for a $400M Tesla contract", the actual people with the authority to make those type of large acquisitions would have been holdovers from the Biden Administration and would have told the transition team to fuck off lol

It's not a budget. No one is claiming it's a budget. It's just a listing of things the state department is looking into. It lists the stage of each inquiry and what department is looking into each with contact info for suppliers to reach out to.

It was a very specific figure under Biden. It was $483,000. Idk how that gets rounded into $400,000,000 and designated for Tesla on accident.

Love how the title says half a trillion to get folks like Gat hyperventilating. Then you see they say $500B in the article. There is no difference between the two but trillion sounds a lot worse. Of course these are predictions and not fact.
