I mean that is just the cap that the university itself is allowed to spend on talent acquisition. There is still third party NIL that is not university sponsored. The only other restriction is that transactions of $600 or more has to go through a Deloitte clearinghouse

This is correct. So J Love's New Balance deal doesn't factor into the cap, it's in addition to it.
